To identify the best available technologies for energy generation from renewable energy worldwide and determine their potential in the LAC countries, the following systematic approach will be carried out:
First phase: identification of research and dissemination of institutions in LAC who focus on renewable energy. Besides the establishment of a general database (accessible to the public via web), IDB will identify the institutions' profiles and areas of expertise. Networks in each one of the existing renewable energy and energy efficiency technologies will be established between the centers.
Milestone: December 2009
The most representative institutes in each one of the networks, according to criteria to be defined, will be selected for serving as articulating bodies for supra-regional renewable energy dissemination programs and capacity building activities among all member networks. For each one of these centers, concrete measures will be identified in order to support the center to access high-level research networks, or acknowledged renewable energy and energy efficiency programs worldwide like the IRENA initiative.
Milestone: September 2010
Second phase: each one of the leading centers (or clusters of centers) will be responsible for establishing the best available renewable energy and energy efficiency technologies and associated best practices in their respective fields. The knowledge and capacity gained through the entire LAC network (first phase) will be useful for communicating best practices and past experiences when adapting renewable energy and energy efficiency technologies in the LAC context. The study will also benefit from the inclusion of the LAC centers in international renewable energy technology networks where recent developments should be taken into account. The network will be linked to the Innovation Contest of the IDB, wich encourages the development and implementation of innovative ideas and gives a financial incentive to partipate actively in the network.

After identification of the best available renewable energy and energy efficiency technologies, their potential in LAC countries will be analyzed and recommendations for implementation will be prepared.

The lack of knowledge, research, and information regarding renewable energy technologies constitutes one of the main barriers for renewable energy development and deployment in LAC. The so-called Centers of Excellence (or Technology Clusters) in developed countries have shown their effectiveness as originating sources of know-how and business opportunities for the renewable energy and energy efficiency industries. Most of these centers originated as start-ups from universities and research bodies to facilitate dialogue with private partners from industry which serve as the natural clients for these innovative technologies. Due to the growing market in green energy generation in LAC, the need for regional or local reference centers arises as increased support for adaptation, development, and dissemination of renewable energy and energy efficiency technologies is expressed by governments.
SEEKING: financial assistance, implementing partners, media and marketing opportunities. The IDB is seeking matching funds and co-financing opportunities to leverage resources for research and development and information sharing platforms for renewable energy and energy efficiency in the region.
OFFERING: financial assistance, best practice information. The IDB is committing funding and technical assistance to support research and development and technology transfer for renewable energy and energy efficiency.
