In 2025, Ukraine Global Scholars (UGS) committed to launching Back2Impact Ukraine, a technology-driven platform to support the repatriation and career reintegration of globally-educated Ukrainians and international professionals into Ukraine’s workforce. Building on a track record of helping more than 300 Ukrainian students access top global education and secure $78 million in scholarships, UGS aims to scale talent return by the end of 2027 as a critical driver of national recovery. The platform will offer personalized career planning, targeted employer outreach with 150 employers, and end-to-end support for job placement, relocation, and reintegration. Initially focused on UGS alumni, it will expand to a broader pool of vetted professionals eager to contribute. Automation will streamline key processes, ensuring efficiency, quality, and scalability. The platform will also provide customized roadmaps to navigate language requirements, visas, and relocation logistics. Through this commitment, UGS will bridge the gap between global talent and Ukraine’s needs, empowering returnees to help rebuild a stronger, more resilient country.

Approach

Ukraine Global Scholars (UGS) is launching Back2Impact Ukraine, a technology-driven career and repatriation platform designed to connect Ukrainians with international education, U.S., and international professionals with high-impact job opportunities in Ukraine. The initiative supports UGS’s broader mission: to help globally educated talent return and actively contribute to Ukraine’s recovery and long-term development.
The platform will offer personalized career planning, end-to-end transition support, and targeted employer outreach. While initially focused on UGS alumni, it will gradually expand to include vetted professionals from the European Union, United States, and beyond—matching them with meaningful roles that align with their expertise and goals, including opportunities for non-Ukrainian speakers.
Automation will be central to the platform’s design, powering everything from data scraping and applicant vetting to opportunity matching. This ensures scalability, efficiency, and a seamless user experience. Users will also receive customized roadmaps for navigating the Ukrainian job market, covering language acquisition, work permits, visa procedures, and relocation logistics.
UGS brings deep experience and a strong foundation to this effort. Each year, it places over 80 students from top global universities into internships across Ukraine. With a dedicated in-country Repatriation Team and a trusted network of 100+ employer partners, UGS is well positioned to support the platform’s success.
Back2Impact Ukraine aims to bridge the gap between global talent and Ukraine’s workforce, making it easier for skilled professionals to return, relocate, and contribute to the country’s rebuilding through well-matched, mission-driven careers.

Action Plan

In Quarter 1 (January–March 2026) , the team will collect and analyze feedback from pilot participants, including companies, fellows, and the UGS Repatriation Department. These insights will inform the development of technical requirements for the platform, which will feature an AI agent capable of analyzing candidate CVs, gathering user preferences through a conversational interface, and matching individuals with relevant job opportunities. The system will pull vacancies from external sources such as Forbes and the Kyiv Independent, job boards, and internal databases curated by the UGS Repatriation Department.
In Quarter 2 (April–June 2026) , the team will conduct a competitive selection process to evaluate three to four qualified AI development firms. A partner will be selected by June to begin development of a proof of concept based on the previously defined requirements.
In Quarter 3 (July–September 2026) , the vendor will deliver a working proof of concept. Upon successful internal validation, the team will define the core features of a minimum viable product (MVP) and begin technical integration into the existing platform and website infrastructure.
In Quarter 4 (October–December 2026) , the MVP will be publicly launched. The team will gather user feedback to optimize the AI agent and explore expanded features such as a conversational FAQ assistant to support users with repatriation, employment, and relocation information. A sustainability plan will be finalized to ensure long-term maintenance, content updates, and minimal technical support.
This phased approach ensures a research-driven, scalable solution aligned with Back2Impact’s mission to connect globally educated Ukrainians and international talent with high-impact opportunities in Ukraine.

Background

Ukraine is facing a human capital crisis as a result of the ongoing war. Since Russia’s full-scale invasion in 2022, more than 6 million Ukrainians have been displaced across borders, according to international estimates (UNHCR, 2024) . Among them are many of the country’s most educated, ambitious, and civically engaged citizens – students, young professionals, scientists, engineers, healthcare workers, entrepreneurs, and public servants – who represent the very foundation of Ukraine’s future recovery and growth. As a result, Ukraine is experiencing a widening gap in its domestic labor force and long-term development capacity.

Reversing this trend is one of the most pressing challenges. Attracting skilled professionals back to Ukraine – and creating the conditions for them to thrive – is not only a question of economic recovery but also one of national resilience and sovereignty.

Ukraine Global Scholars (UGS) finds bright Ukrainian high school students (8-11 grades) from modest backgrounds in all corners of Ukraine and helps them be admitted to and receive full financial support from the world’s top boarding schools and colleges for their commitment to come back and rebuild Ukraine. It aims to develop a new generation of Ukrainian leaders capable of creating a victorious and prosperous future in Ukraine today. The UGS online course to gain admission to Western universities has been viewed by nearly 20,000 active participants.

Now, as Ukraine begins to rebuild amid continued uncertainty, UGS is deepening its commitment: not only preparing Ukrainian students for the world—but preparing the world’s best talent to return and help rebuild Ukraine.

Partnership Opportunities

Ukraine Global Scholars is seeking strategic partnerships to successfully implement and scale the Back2Impact Ukraine platform. UGS welcomes collaboration with implementing partners who can offer placement opportunities, mentorship, or logistical support for returning professionals. The organization is also looking for expertise in digital platform development, talent matching technologies, and labor market integration. To amplify its reach and impact, UGS seeks media support and visibility through mission-aligned channels. Additionally, partnerships with employers, diaspora networks, and public institutions will be critical to ensuring the long-term sustainability and relevance of the initiative.,Ukraine Global Scholars offers its expertise in global talent development and repatriation to partners supporting Ukraine’s recovery. As part of the Back2Impact Ukraine initiative, UGS will share best practices in career placement, student reintegration, and alumni engagement, which have been developed over nearly a decade of placing 60+ students annually into internships in Ukraine. Partners will gain access to a vetted pool of high-potential, Western-educated Ukrainians committed to returning, and UGS’s network of 100+ employer partners across Ukraine. UGS also invites collaboration in building the digital platform, co-developing tools, and contributing opportunities to grow a shared ecosystem of impact-driven professionals.
