Scaling the Ukrainian Impact Business Accelerator

In 2025, Impact Force committed to formalize and launch the Impact Business Accelerator, a national program that supports Ukrainian impact-driven small and medium-sized enterprises (SMEs) in scaling their operations and preparing for long-term integration into the European economy. Previously operating as a pilot program, this iteration of the program significantly expands its scale and strategic focus and will support 50 high-potential impact SMEs annually through a comprehensive acceleration process that combines practical business education, tailored mentorship, and a structured EU market readiness track. The initiative prioritizes enterprises led by women, veterans, and displaced persons, particularly those operating in conflict-affected regions, and seeks to amplify their role in Ukraine’s economic recovery and European integration. By the end of 2029, the program will have supported more than 1,000 people with job training opportunities while helping establish 250 new impact enterprises with high job growth potential.

Approach

Impact Force commits to formally launch a scale-up of the Impact Business Accelerator, a national program that supports Ukrainian impact-driven small and medium-sized enterprises (SMEs) in scaling their operations and preparing for long-term integration into the European economy. Originally piloted in 2023 with smaller cohorts, the accelerator has since evolved into a proven platform for advancing inclusive entrepreneurship in wartime conditions.
The 2025 iteration significantly expands the program’s scale and strategic focus, aiming to support 50 high-potential impact SMEs per year through a comprehensive acceleration process that combines practical business education, tailored mentorship, and a structured EU market readiness track. This expanded version introduces a dedicated export preparation component, incorporates regional outreach to underserved communities, and targets long-term sustainability through strategic partnerships. The initiative prioritizes enterprises led by women, veterans, and displaced persons, particularly those operating in conflict-affected regions, and seeks to amplify their role in Ukraine’s economic recovery and European integration. Over the full program cycle (2025-2029) at least 250 SMEs will benefit from the initiative, gaining the knowledge, networks, and tools needed to scale sustainably, access new markets, and align their operations with European standards and values.
Impact Force will lead program design and coordination, drawing on its tested acceleration methodology, experience delivering hybrid formats under wartime conditions, and strong community engagement.
SiLab Ukraine will support curriculum development and impact measurement, bringing its expertise in the social entrepreneurship ecosystem. The Ministry of Digital Transformation of Ukraine and the Entrepreneurship and Export Promotion Office will contribute to outreach, visibility, and integration of the program within national platforms such as Diia.Business. They will also support participant selection and alignment with Ukraine’s broader digital and economic transformation efforts. Together, the partners will provide a holistic acceleration experience tailored to the unique needs of impact businesses in post-war Ukraine.

Action Plan

The 2025 Impact Business Accelerator will follow a cycle from September 2025 to February 2026. Between September and October 2025, Impact Force and its partners will conduct national outreach, finalize program design, launch strategic partnerships, and prepare the EU market readiness module. Outreach and selection of the first 50 impact entrepreneurs will take place during this phase.
Once the cohort is selected, Impact Force will deliver a five-month program, including business and impact modules, one-on-one mentorship, strategic consultations, and EU export preparation. The cycle will culminate in a national Demo Day in February 2026. An initial program impact review will also be conducted by the end of the year.
In 2026, a new cohort of 50 SMEs will be selected through a similar process. The program will retain its structure while integrating lessons learned from the first year. Curriculum updates, expanded regional outreach, and refined EU market entry tools will be implemented in the first half of the year, with delivery and Demo Day in the second half. The program is expected to generate at least 25 new jobs by the end of 2026.
In 2027 and 2028, the accelerator will scale thematically and geographically. New modules—such as AI readiness and gender-lens investing—will be piloted to meet emerging needs. Each year, a new cohort of 50 SMEs will be accelerated, with emphasis on enterprises led by women, veterans, and displaced persons.
In 2029, the cycle will consolidate prior efforts, focusing on policy alignment, sustainability, and national integration. An additional 50 SMEs will be accelerated, bringing the total to 250. A cumulative impact assessment and sustainability roadmap will be completed by Q4 2029.
The long-term goal is to embed this model into Ukraine’s national entrepreneurial infrastructure and establish a scalable platform for ongoing support of export-ready, socially responsible businesses aligned with EU values.

Background

Russia’s full-scale invasion of Ukraine has devastated the country’s economy, with estimated recovery needs surpassing $486 billion as of 2024 (World Bank, 2024) . Small and medium-sized enterprises (SMEs) have been disproportionately affected, particularly those in war-torn regions or led by women, veterans, and displaced persons. These businesses face disrupted supply chains, capital shortages, and limited access to international markets. Yet they are also essential to Ukraine’s recovery, providing jobs, innovation, and local solutions.
Within this landscape, impact-driven enterprises—businesses that pursue both financial returns and measurable social good—have emerged as engines of renewal. These startups address urgent needs in healthcare, education, clean energy, and employment, often in underserved or displaced communities. Their approaches are rooted in lived experience and align with European Union values of resilience, inclusion, and sustainability.
However, Ukraine’s impact entrepreneurship ecosystem remains underdeveloped. Founders frequently lack access to structured business support, international mentorship, and the knowledge necessary to navigate export regulations or attract mission-aligned investment. Without these resources, even high-potential ventures struggle to scale or integrate into the European market.
This commitment responds to a critical need: to unlock the entrepreneurial potential of Ukrainian impact businesses and embed them into Europe’s inclusive economy. It introduces a national accelerator program designed to equip SMEs with the tools, networks, and strategies to grow resiliently and sustainably. Investing in this ecosystem is both timely and catalytic—it empowers a new generation of Ukrainian entrepreneurs to drive recovery from the ground up, while strengthening Ukraine’s long-term economic alignment with the European Union.
