COHS will identify four employers in key sectors that commonly recruit and hire employees lacking a high school education, and offer each employer 25 scholarships for their employees, requiring an employer match of an equal number of scholarships.
Historically, COHS has partnered with for-profit, postsecondary institutions and the Florida Department of Corrections. With this Commitment to Action, COHS will broaden its client base and provide high school completion to the incumbent employees of partner employers. The COHS program is an 18-month, self-paced, teacher supported, Computer-Assisted Instruction high school completion program. In order to interweave industry-specific needs into high school completion, COHS will offer high school diplomas with 'career certificates' in retail, hospitality and food service, and other key sectors commonly employing high school dropouts. COHS will train each employer on program operations, and then provide them with marketing support, student access to the online learning environment, and continuous reporting. COHS also provides each employer with a dedicated account manager to act as the employer's primary point of contact for program operations.
COHS will recruit and enroll students from partner employers, using each employer's 50 scholarships (25 from COHS, 25 from the employer) as an incentive to participate. COHS works with each employer to develop a recruitment plan based upon specific needs and corporate culture. Upon enrollment into COHS, each student will be assigned an academic coach, who communicates with them proactively to maintain their active participation and engagement. COHS will complete transcript evaluations for each student and awards appropriate high school credits for academic work accomplished prior to dropping out.
Adult high school completion has become a national crisis as approximately 40 million American adults lack a high school diploma, which decreases their opportunities for gaining family-supporting employment as well as working up a career ladder. Investment in dropout recovery is strategic and supports long-term economic recovery. Each re-enrolled student who obtains a diploma would save taxpayers over $292,000 through lower spending on social costs, such as incarceration, health care, and welfare, and through increased federal, state, and local tax receipts as well as higher home ownership rates and more property taxes (Center for Labor Market Studies).
Career Online High School's (COHS) core mission is to re-engage adults back into the educational system by providing AdvancED/SACS accredited online high school education as part of the Smart Horizons Career Online Education District. SHCOE is the world's first fully accredited private online school district.
COHS is an 18-month, self-directed, and teacher-supported high school program that provides certified academic coaches, certified academic support instructors, and technology support. Specifically designed to meet the needs of adult high school dropouts and address 'educational trauma,' COHS has designed a student engagement and instructional model built for success.
Since many students have been out of school for some time, COHS re-engages them by employing an 'upside down curriculum model' where all students take their high school career certificate elective courses first, and then move to foundational courses, such as Math and English. COHS delivers a master-proficiency based curriculum, in which students build on past success to develop competency and confidence, moving from one lesson module to the next upon successful completion (70% constitutes competency). As students move at different paces, COHS's model is self-paced so that students are never left behind.
